Overview

We are looking for a seasoned Programme Lead to drive a major joint transformation initiative across two mutual insurance clubs. The role requires strong experience delivering complex operating model, technology, and process change, and the ability to lead programme strategy, governance, execution, and value delivery in a multi‑entity environment. As Programme Lead, you will be accountable for the successful delivery of the Transformation Programme—shaping and embedding a shared Target Operating Model (TOM), implementing a unified platform, and ensuring measurable operational and member‑value outcomes. You will work closely with stakeholders and cross‑functional delivery teams to ensure alignment between business priorities, design intent, and technology execution.

Responsibilities

  • Lead the full lifecycle of the transformation programme, from design through to implementation and operational handover.
  • Maintain an integrated programme plan covering TOM design, platform build, testing, deployment, and adoption.
  • Manage programme risks, dependencies, and cross‑organisation impacts, ensuring timely escalation and resolution.
  • Drive delivery momentum, clarity of scope, and alignment to strategic objectives.
  • Chair key governance forums, ensuring decisions are timely, well‑informed, and aligned to programme intent.
  • Provide clear reporting and insight to executive sponsors and senior stakeholders.
  • Uphold strong governance across approvals, financials, change control, and programme reporting.
  • Coordinate all workstreams including TOM, technology, process, testing, data, migration, and change.
  • Ensure all teams deliver against scope, backlog priorities, release plans, and operational readiness needs.
  • Manage vendor performance, ensuring quality, pace, and effective knowledge transfer.
  • Establish and maintain a joint benefits framework tied to productivity, quality, member experience, and operational outcomes.
  • Track and report on benefits delivery, ensuring adoption and stabilisation plans secure long‑term value.
  • Own programme financials including budgeting, cost tracking, forecasting, and variance management.
  • Partner with TOM and Product leaders to ensure the design translates into executable processes, controls, data, and roles.
  • Ensure alignment between design principles, backlog content, product priorities, and release sequencing.
  • Govern any specific variations to protect long‑term platform sustainability.

Qualifications

  • Degree or equivalent experience in business, transformation, technology, programme management, or related fields.
  • Formal programme or project management certification (e.g., MSP, PMP, PRINCE2) is advantageous.

Essential skills

  • Extensive experience delivering large‑scale transformation programmes involving operating model, technology, and process change.
  • Strong governance, planning, risk management, and dependency management capability.
  • Proven ability to lead cross‑functional delivery teams and manage complex, multi‑entity initiatives.
  • Excellent communication, facilitation, and stakeholder engagement skills, including with executive sponsors and boards.
  • Ability to make balanced decisions that protect long‑term platform and organisational value.
  • Highly structured, disciplined, and delivery‑focused leadership style.

Experience

  • Proven track record delivering core insurance system replacements or bespoke enterprise platform builds (claims systems preferred).
  • Experience operating within regulated financial services environments.
  • Strong background in benefits realisation, performance measurement, and value‑driven programme oversight.
  • Experience delivering shared or joint platforms across multiple business units or organisations is highly desirable.
  • Understanding of claims operations, data, MI, controls, and end‑to‑end processes.
  • Familiarity with mutual, member‑centric, or not‑for‑profit environments is an advantage.
